“This June 14, a framework agreement for the reunification of Venezuelan children and adolescents abroad with their relatives or representatives in Venezuela was signed between the Bolivarian Republic of Venezuela and the International Committee of the Red Cross,” Venezuela’s Foreign Ministry announced on its website. Javier Tarazona, director of the NGO Fundaredes, showed photos of two pages of a supposed communique from the 10th front of the Revolutionary Armed Forces of Colombian (FARC) rebels in which they gave the names of the soldiers calling them “prisoners of war.” The document is undated and is addressed to the International Committee of the Red Cross (ICRC). In 2019 Venezuela experienced an increase in social tensions, and its economic and social situation deteriorated, giving rise to a shortage of essential goods, health care, and other essential services, which directly affected the most vulnerable.
