It is, therefore, important to underline that the preliminary examination process is a filtering mechanism. No investigations have, as yet, been conducted in Venezuela by my Office. There are no targets or suspects at this stage of the proceedings. It is only through opening a formal investigation, however, that the truth can be determined. International Criminal Court (ICC) prosecutor Karim Khan said on Wednesday he will open an investigation into possible crimes against humanity in Venezuela, with the country’s government saying it respects the decision but does not share his opinion.
