Interview with Miguel Pizarro, commissioner for the UN appointed by Juan Guaidó

Faced with criticism about the lack of transparency regarding the handling of humanitarian assistance by the Venezuelan opposition, Pizarro explains: “Humanitarian assistance has a basic requirement, which is that the political actor cannot implement it. We are not a humanitarian actor. We are not a recipient of humanitarian resources or donations. “We are only a channel”, adds the Venezuelan commissioner.

Pizarro explains that 80% of the resources announced by the countries have two ways of being publicly audited: the first is through R4V (Situation Response for Venezuelan), a platform for refugees and migrants from Venezuela. Here are records of more than a billion dollars in the last two years.

The second mechanism is the HRPAS (Health Resources Priority and Allocations System), which is monitored through the FTS, which is the Financial Tracking System of OCHA (United Nations Office for the Coordination of Humanitarian Affairs), which is the Humanitarian Agency of the United Nations.

Faced with these audit and control mechanisms, says Commissioner Pizarro, “there are those who believe in simplifying that the world works like what we know in our country.” No political actor can handle the money destined for humanitarian assistance, but directly the executing agency on the ground.

The intervention of any politician or party is prohibited because “it would do two things,” says Pizarro, “which are also outside the humanitarian regulations. One is appropriation of programs and resources that are not ours. But also, being a political actor, I have a second problem, which is that I politicize the program and turn that program into the political flagship program of one of the sides within Venezuela and therefore it would be breaking humanitarian principles. Lifting sanctions in these jurisdictions is unlikely to happen any time soon; the human rights of local populations could be further endangered, and it would have a detrimental impact on global security.
