Guterres’ offer was revealed today by President Irfaan Ali in an address to the nation and comes amid rising tensions between the two countries after a Venezuelan incursion  into Guyana’s waters and the seizing of two fishing vessels. Ali said that Guterres yesterday affirmed his decision of January 30th, 2018 that the International Court of Justice (ICJ) had been chosen as the means for the settlement of the controversy between the two countries. The Minister of Foreign Affairs and International Cooperation in Guyana, Hugh Todd on Monday issued a protest note firmly condemning the illegal detention of the captains and crews of two Guyanese registered fishing vessels, and calling for their immediate release. He issued the note when he called in Chargé d’Affaires of the Venezuelan Embassy Moses Chavez, and used the opportunity to voice his concerns, saying “the action coming out of Caracas is distasteful”. The interest globally attributed to Guyana has aggravated Venezuela’s long-standing grievances over the disputed Essequibo province – before 2015 the Venezuela vs Guyana oil standoff was akin to a David vs Goliath story but now, with Guyana building up its oil reserves tally and continuing to attract new investors, the balance has become a lot more nuanced. Amidst all of this, Venezuelan President Nicolás Maduro has pledged to reconquer Essequibo.  At first glance, the proposition that Venezuela should go to war over a disputed territory, let alone with Guyana, seems rather dubious.
