PDVSA has urged a Delaware federal judge to quash a subpoena issued against its chairperson, accusing an Owens-Illinois Inc. subsidiary of launching a “fishing expedition in an attempt to establish jurisdiction” amid a pending question of the state-owned company’s sovereign immunity protections.
